No person, firm, affiliate, or subsidiary may submit a bid or proposal for, nor be
awarded a contract for the provision of goods, equipment, or services, if that party
has assisted in the development and management of procurement documents, or has provided
plans, specifications, designs, evaluation criteria, or has otherwise influenced factors
that may affect the County's award of that contract.
