§ 2.87.010. Findings and purpose.

  • The Board of Supervisors finds and determines as follows:

    Background and Findings.

    (a)

    Section 604 of the Charter of the County of San Mateo requires that all monies received by a county office or agency shall be reported to the Controller and deposited with the Treasurer not later than the business day following receipt unless a later date is authorized by ordinance.

    (b)

    Since 1991, the County has offered a program to encourage County employees to use public transportation rather than commuting to work. This program is currently referred to as the Commute Alternative Program. This program contributes significantly to the County's commitment to make decisions that conserve resources and protect the environment.

    (c)

    In order to encourage County employees' participation in the Commute Alternatives Program, it is helpful to permit employees to make payments for transit tickets under electronic programs which make it more convenient for employees to purchase tickets by authorizing an electronic transfer of funds.

    (d)

    Some electronic payment programs do not disburse the funds to the payee until five days after their deposit is authorized by the payor.

    (e)

    Authorization to deposit the monies received for the Commute Alternatives Program within five days after their receipt will facilitate employees' purchase of transit tickets, will encourage their participation in the commute alternatives program, and, in turn, will have a positive impact on conservation of resources and protection of the environment.
